Any person having in their possession over one hundred pounds (100) of Wheat Flour or twenty (20) pounds of sugar is hereby requested and ordered to return the same and place it on the market, so that nothing will be hoarded; anyone caught with more than this amount on hand after the 2[?]th day of February, 1918, his name will be sent in to the Federal Authorities.
